Is the parallel government of the Russian Orthodox Church preparing a strategy for the development of Russia?

Well-known Orthodox oligarch and lobbyist Konstantin Malofeev, who is deputy chairman of the official public wing of the Russian Orthodox Church, the World Russian People’s Council, revealed new plans. Malofeev and like-minded individuals in positions of power have developed a 500-page plan for Russia’s development by 2050, which they are trying to push through with the help of such figures as Deputy Prime Minister Andrei Belousov, Governor of the Belgorod region Yevgeny Savchenko, and former economic advisor to Putin Sergei Glazyev (https://golosislama.com/news.php?id=36265).
In essence, the program was worked out by a «shadow government» of the Russian Orthodox Church, which included several key committees: socio-economic, led by Sergei Glazyev; spatial development, led by Yevgeny Savchenko; international, led by former lieutenant general of the Foreign Intelligence Service Leonid Reshetnikov; and cultural, led by the first deputy chairman of the Russian Orthodox Church’s Committee for Interaction with Society and Mass Media, Alexander Shchipkov.
Malofeev lamented that the Orthodox project faces opposition from what he calls «liberals,» but in the language of the Russian Orthodox Church would be more accurately described as simply «religiously neutral» officials.
Now imagine the uproar if such a center, with commissions composed of representatives of Islamic groups and even official representatives of the Diyanet, developed a development program for Turkey until 2050, lobbied for its adoption by the government, and complained about the opposition of secular ministers.
