The former decorative president and the current deputy chairman of the Russian Security Council, Dmitry Medvedev, has been making programmatic statements lately. Sometimes he writes articles about Ukraine in a hurricane style. On the contrary, pretending to be an intellectual, he writes articles about the fight against the coronavirus worldwide.
This week he decided to promote himself on an issue that concerns a significant part of Russian society.
«We need additional measures that will allow foreigners to better adapt to our country. We cannot allow their isolation, as unfortunately happens in many countries of the world, and the marginalization and emergence of ethnic enclaves on the territory of our country… There are many examples of such enclaves in the world… and all of them are breeding grounds for crime… The increase in crime among migrants is a serious concern: in nine months of this year, the number of crimes committed by foreign citizens has increased by more than 4%, and there is also an increase in administrative offenses by more than a third,» the former prime minister said.
Well, what can you say about that? There is a component of what is said and a component of why it is said.
As for what is said, it has been said many times by Putin himself, by other Russian officials, and it is included in various national security strategies and so on. But nothing has changed because the system they are working on, which in turn works for them, is an ultra-capitalist system that needs money to circulate at all costs, to generate a lot of income and minimize expenses. For this reason, health care will be optimized, older generations of Russians will gradually die out, and younger generations will become more and more debilitated and… also die out. Therefore, the importation of labor, which does not need to be specially cultivated, but can simply be given the green light, will continue. What is more interesting is why Medvedev is now promoting himself with such statements in the image of a «cool guy» — first as a «tamer of Ukraine», then as a «victor over the coronavirus», and now as a «conqueror of ethnic crime». And the most plausible version is that the Kremlin is still considering a scenario in which the «national leader», despite the resetting of previous terms, will be forced to leave the presidency in 2024. And in this case, the main question is: «To whom?»
Of course, they say «you can’t step into the same river twice» and «the shell doesn’t fall into the same funnel twice». But they also say other things like, «One old friend is better than two new ones,» and «It’s better to have one proven devil than one unproven angel» (the level of «godless wisdom»). Therefore, if there is a person who has taken power once and then obediently handed it over, why not repeat the trick if necessary?
In this case, it is better to create this image of a «cool guy» for this person in advance. And the (virtual) pacification of migrants is quite suitable for this purpose.
