Thus, after the previous wave of Muslim exodus from Putin’s Russia in the 2010s, we can now confidently speak of a new wave of migrants that the 2020s have brought. Specifically, the war against Ukraine and the declared mobilization have caused thousands of our fellow Muslims to flee from being drafted as cannon fodder. Many of them can be considered migrants in the true sense of the word, as they are not only fleeing conscription, but also trying to preserve their mundane lives (dunya) as well as their religion (akhira), fearing death in a war fought for the oppressors.

In recent weeks, thousands of Muslims, especially from the Caucasus and the Volga region, have landed in Central Asian countries. Some of them plan to continue their journey, while others have settled. Either way, this is already a problem for some (such as the receiving countries and their authorities) and a resource for others.

Let’s talk about this resource. The political emigration of active Muslims from Russia was a significant resource in the 2010s. Unfortunately, today it can be said that as potential subjects of the Muslim Ummah in the Russian Federation, or more precisely, as its potential leaders, they have failed to use this resource. Yes, most people, by the grace of Allah, have found some kind of solution. Yes, there are individuals who would have been silenced, terrorized, and broken in Putin’s Russia, but they have managed to maintain their presence. Yes, some of these individuals have found their place in media and political projects that try to shed light on the problems of Muslim peoples and groups. For the most part, however, these projects receive non-Islamic funding and support. While this is better than nothing, it falls short of what could have been achieved by a consolidated Ummah and its migrant component.

And now we face a new challenge and a new opportunity. Tens of thousands of Muslims have been displaced from their homes. The disadvantages of this situation are obvious, but there are also positive aspects. Among them are many talented and thoughtful brothers who were previously forced to remain silent and hide from the Russian authorities, but now find themselves beyond their control.

We would like to address those influential migrants from the previous wave who have the means, connections to various funds, sponsors, etc. Do not miss this opportunity, just as you missed the previous one — start projects to support Muslims fleeing from conscription, who could become your future students, followers, sponsors, etc.

However, we have received information that the enemies are already trying to take advantage of the current situation. Not only ordinary intelligence agents who initiate emigration activities, but also a «Muslim Special Forces» unit with experience in «special operations» against Muslims. In this regard, we would like to address the new migrants themselves. We know that it is difficult for you at the moment, and that you have no opportunity for any activity other than fighting for basic survival. We also understand that the situation in some of the countries you are in is not conducive to any public activity. But at the very least, sabotage and boycott those who have effectively driven you from your homes. That is, expose all the Kremlin’s agents in Muslim disguise who will now turn to the countries where you have landed, including with various «charitable projects». Do not support them. Those who supported and continue to support such «special operations» — who visited Mariupol and took photos with the occupiers, some even with weapons in their hands — they bear responsibility not only for the blood of Ukrainians, but also for your expulsion from your homes. Now they will come to you under the guise of assistance and will try to exert their influence on you. Sabotage these attempts and expose these hypocrites and evildoers!

To those of influence and ability — and we know there are those reading this — we urge you to take action to prevent these actors from filling this void. Start creating funds, organizations, and initiatives that will work with the new wave of muhajirs. By the way, it doesn’t have to be done by some sheikh — if you are a wealthy businessman with Islamic views, you can create a charitable initiative and help those in need yourself. After all, many wealthy Muslims from our areas regularly donate to the needy in Syria, Yemen, Palestine, etc., but now thousands of their compatriots are in a situation where they also desperately need help. Therefore, we not only urge those who have the opportunity to do so, but also warn them of the responsibility on Judgment Day for negligence if it is not done. Wake up from your slumber, get back in touch with each other, have discussions, and take action. Otherwise you will have to answer for what Allah has given you and you have not used it.
